Dr. D. Babu Paul (1941–2019) was a distinguished Indian civil servant, writer, and a member of the Indian Administrative Service (IAS), securing the 7th rank in his 1964 batch. Throughout his career, he held various significant positions, including Ombudsman for local self-government institutions of Kerala (2000–2001), Finance Secretary, and retired with the rank of Chief Secretary. Notably, he served as the project coordinator of the Idukki Hydel Project and District Collector from 1971 to 1975. A prolific author and lexicographer, Paul wrote the first Malayalam Bible Dictionary, വേദശബ്ദരത്നാകരം (Vedasabdaratnakaram), for which he received the Kerala Sahitya Academy Award. He is also remembered as a raconteur, columnist, and theologian.
